Ask the people who have been hurt

You will learn more about safety features from the people who have been victims than from studying the people who cause harm. Sit down with the users most at risk on your platform, ask what would make them feel in control, and then actually listen.

The threat model you can't imagine is someone else's lived experience. Go ask.
